Is it legal to hunt deer with a crossbow in Iowa? I've heard both?

Only if you are handicapped. If you meet the requirement for "handicapped" you can use it during any archery season. Here is what the DNR booklet says:
"“Physically handicapped person,” when used
in reference to crossbow permits for deer and turkey
hunting, means a person having a physical impairment
of the upper extremities that makes a person
physically incapable of shooting a bow and arrow.
This includes difficulty in lifting and reaching with
arms as well as difficulty in handling and fingering
a bow"
